This mod allows Niko to wear a balaclava and gloves. Different NPCs will react differently to the balaclava depending on the situation.

Limitations:

In the open world, some NPCs (like hot dog sellers) are marked as important by the game, so they don't react to the mask. If someone has an idea how to better implement the check on important characters, please tell me.

Works great with Symbiote's  Arrest Warrant
