oi3 Flag for Vapid Liberator

Replaces the flag with the one used in oi3's thumbnail.

Installation:

1: Extract the "monster.ytd" file

2: Using OpenIV with Edit Mode enabled, add it to "E:\SteamLibrary\steamapps\common\Grand Theft Auto V\mods\x64w.rpf\dlcpacks\mpindependence\dlc.rpf\x64\levels\gta5\vehicles\mpindependencevehicles.rpf\"
