1. Open the OpenIV app and enable 'Edit mode'.
   
2. Copy and replace the files in the 'Replace' directory to /x64w.rpf/dlcpacks/spupgrade/dlc.rpf/x64/levels/gta5/vehicles/upgradevehicles.rpf
   
3. Launch the game and find the 'marshall' vehicle.
