How to install the mod:
Download and open img tool.Open gta3.img file in models folder which is in your gta sa directory.
Find shovel.txd and shovel.dff and replace it with the file [shovel.txd and shovel.dff] given in archive.

I find it similar to Japanese flag. Looks nice. But you could make it deeper.
