I spent a lot of time to make Neon City Mod for GTA IV
I put every single neon line to every building at Star Junction (Times Square): manhat09.img
Works with LOD & Super LOD building too
Emissive neon texture visible when day & night time

Installation:
- OpenIV: Replace "manhat09.img" files into /pc/data/maps/manhat/

Recommended Install Blimp & Spotlights mod
